Belo was adopted at two weeks old by Florencia Gonzalez and her husband, Enrique Belo. She has described being bullied during childhood because she was adopted and overweight. These experiences contributed to her interest in fitness and later influenced her decision to work in the beauty industry.

She earned a psychology degree from the University of the Philippines Diliman in 1978 and a doctor of medicine degree from the University of Santo Tomas in 1985. Belo opened her first dermatology clinic at Medical Towers in Makati in 1990. The clinic developed into Belo Medical Group, where she served as founder, president, chief executive officer, and medical director. The group introduced HydraFacial treatment in the Philippines in 2008 and offers procedures including laser treatments, Botox, and dermal fillers.

Belo credited actresses Regine Velasquez and Rosanna Roces with helping increase public awareness of her practice during the 2000s. She treated Velasquez's back acne with glycolic acid, while Roces publicly displayed the results of liposuction performed at the clinic. Belo Medical Group later partnered with the Department of Tourism to promote medical tourism in the Philippines.

The company became the first ambulatory clinic in the Philippines to receive international accreditation from the National Accreditation Board of Hospitals and Healthcare Providers in 2013, and it was reaccredited in 2016. Belo has also advocated free cleft-lip and cleft-palate surgeries for children. During the COVID-19 pandemic, she began producing TikTok and YouTube content focused on dermatology and cosmetic surgery, attracting 1.4 million TikTok followers by 2021.
